AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just over a week before the country’s general election.
Study Shows Consistent Bias in Chatbot Recommendations
The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these political entities, the report indicated.
Authority Figure Cautions Against Relying on AI Assistants for Election Advice
The deputy head of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the showing of the PVV.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.
Inadvertent Prejudice Attributed to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
