Ukraine's leader Volodymyr Zelenskyy stated during his visit to Washington that Vladimir Putin's decision to request negotiations with the US president demonstrates Moscow is on the defensive. He remarked, "It's evident that Moscow is scrambling to resume dialogue as soon as it learns of cruise missiles." This statement referred to recent musings about providing long-range weapons to the Ukrainian military.

Diplomatic Moves and International Reactions

An ex- US state department official, Dan Fried, commented, "Putin is trying to disrupt the momentum toward greater pressure on Russia." Fried continued, "The outcome will become clear tomorrow, but the likelihood of moving toward a truce by pushing Russia to engage sincerely appear to have diminished."

The situation followed Trump had in recent days been hardening his language toward Russia until the recent conversation with the Russian president, which the Russian government described as "extremely open and constructive."

EU Fuel Sanctions and Market Impact

EU authorities have established a mandate for energy suppliers into the EU to prove their products are not sourced from Russian oil, as stated in a official guideline published on Thursday. This measure is part of the European Union's forthcoming prohibition on purchases of refined products processed from Russian petroleum, which forms part of its 18th sanctions package against Moscow over its military actions in Ukraine.

Market analysts noted that trading activity appeared to be considering the possible reduction of Indian imports of Russian crude. Some oil processors in India are getting ready to reduce Russian oil imports, with projections of a phased reduction, according to insiders familiar with the situation.

"This is a favorable turn for the oil market as it would eliminate a major customer of Russian crude," commented a market analyst, adding that crude values were steady on the trading day.

Military Situation and Energy Strikes

A massive Moscow's drone and rocket attack targeted energy infrastructure in Ukraine's eastern regions on Thursday, causing outages in eight regions. Ukrainian officials stated that Russia deployed hundreds of unmanned vehicles and many of projectiles, along with glide bombs.

"During this fall, the Russian forces use daily opportunities to attack at our energy infrastructure," declared Ukraine's president, noting that strikes impacted the regions of northern Ukraine, Kharkiv, Poltava, Sumy and Vinnytsia.

International Diplomatic Responses

Kyiv's representative to the United States, Olga Stefanishyna, stated that Moscow showed its true approach to peace through the "terror" of such strikes. "Russia yet again chose missiles over talks, turning this attack into a direct setback to current diplomatic initiatives," she said.

At the same time, the EU's top diplomat, the bloc's representative, announced that the EU had little option but to strengthen anti-drone defences against Russia. She revealed a "plan" to prepare for potential security challenges by 2030, featuring a novel defensive network to be fully operational by the 2027 deadline.

This initiative, dubbed the "EU defensive program," is projected to start operations initially by the 2026 timeline and be completely operational by the end of 2027. EU authorities hopes to obtain the backing of member state representatives at a summit in the coming days.
